The E3 Program

The E3 Program is managed by the GEMS Regulator in conjunction with the Energy Efficiency Advisory Team (EEAT). Industry and consumer groups participate through the E3 Review Committee and the Air-Conditioner and Commercial Refrigeration Advisory Committee, ACRAC

The GEMS Regulator

The GEMS Regulator is based in the Australian Government’s Department of the Environment and Energy and is responsible for administering the GEMS Act, maintaining the GEMS register, and monitoring and enforcing compliance with the Act.

Performance of the GEMS Regulator is evaluated through the GEMS Regulator Performance Framework and the Service Charter.

Administering the E3 Program

The program is administered by the Department of the Environment and Energy with continued input from state and territory governments and the New Zealand Government (through the Energy Efficiency Conservation Authority).

The Operation of the E3 Program document provides an overview of our history, objectives and governance. Further, it outlines how we prioritise products for inclusion in the program and how policy is developed and implemented.

The Energy Efficiency Advisory Team (EEAT)

The E3 Program is overseen by the Energy Efficiency Advisory Team (EEAT), made up of representatives of Australian, New Zealand, state and territory governments who are signatories to the Inter-Governmental Agreement.  The EEAT recommends actions through the Senior Committee of Officials to the Commonwealth of Australian Governments (COAG) Energy Council for decisions.

ACRAC

The Air-Conditioner and Commercial Refrigeration Advisory Committee (ACRAC) functions in an advisory capacity on air conditioner and commercial refrigeration energy efficiency programs. It is not a decision making authority but rather representatives from key stakeholder interests whose role is to inform E3 of their views on any aspect of the regulatory process or proposals.
