Implementation plan and SEER calculator

The E3 Program is working on a Decision Regulation Impact Statement (RIS) for air conditioners, following feedback from the supplementary consultation paper released in November 2016.   

Submissions received on the chiller policy proposals identified further issues requiring additional consideration and consultation. As such, E3 will work towards a decision for the air conditioner proposals before considering chillers.

The Decision RIS will be submitted to the Council of Australian Governments’ Energy Council and the New Zealand Government for a decision whether to implement any of the policy proposals and update the energy efficiency regulations. E3 published an overview of intended implementation processes (should the Energy Council agree to the changes), which can be downloaded here. The paper covers potential dates for the new regulations as well as minor technical clarifications and other updates.

SEER calculator

The E3 committee commissioned a SEER calculator to determine seasonal efficiencies (and associated star ratings) and this is now available to download. The calculator will allow suppliers to begin rating products to the new standard (AS/NZS 3823.4:2014 Amendment 1), to gauge new ratings of current products and to assist in improving product ranges ahead of the new regulations.

If the policy proposals are approved, the calculator will be built into the product registration system. This will allow the system to calculate SEER values and star ratings based on the input test results.
